Silver Alert for 81-year-old Last Seen Near Western Avenue

A silver alert has been issued for 81-year-old David Santi, who went missing near Western Avenue. Last seen at his home in the 3400 block of Maple Grove Way, Santi is described as 5'11", weighing 195 pounds, with grey hair and green eyes. He was wearing khaki pants, a navy blue jacket, and brown loafers. He was driving a silver 2013 Honda CRV with Tennessee tag BDK 7000.

Santi has a medical condition that might impair his ability to return safely without assistance. Authorities urge anyone with information about his whereabouts to contact the Knoxville Police at (865) 215-4010, or the TBI at 1-800-TBI-FIND.

Harsher Penalties for Distracted Driving Starting January 1st

A new Tennessee law, effective January 1st, aims to reduce distracted driving by intensifying penalties. Known as the "Eddie Conrad Act," named after a man killed by a distracted driver, it increases the points added to a driver's record for texting or phone use while driving.

The law is particularly stringent on drivers under 18, who could face license suspension. This initiative is part a broader Vision Zero Action Plan, which targets zero traffic deaths and serious injuries by 2040 through various strategies including enforcement, education, and engineering improvements.
