Major Senior Housing Development Proposed for Historic Kerbela Shriners Site

A new residential development could be coming to one of South Knoxville's most recognizable landmarks. CR Endeavors, a Birmingham-based developer, has submitted plans for a 217-to-223-unit apartment complex at the historic Kerbela Shriners Temple site, overlooking the Tennessee River.

The project is being marketed toward active adults aged 55 and older, and would include a mix of apartment units along with a courtyard, community amenities, and thoughtfully designed outdoor spaces. The Kerbela Shriners Temple, long a fixture in the South Knoxville landscape, would see new life under the proposal while honoring the character of the site.

Community input is playing a central role in shaping the project's direction. The developer has already postponed its formal Planning Commission presentation until May to allow more time for people to weigh in. Two public meetings were scheduled this week - one on April 1st at 6:00 PM at Kerbela Shriners Temple (315 Kerbela Ave) and another on April 2nd at 8:30 AM at Kern’s Food Hall (2201 Kerns Rising Way) - giving neighbors and stakeholders an opportunity to ask questions and share their perspectives.

Knoxville Tackles Rising Fuel Costs with $4.15M Plan

With fuel prices surging to their highest levels since 2022, the City of Knoxville is taking action to get ahead of rising costs that are putting pressure on daily operations. City officials recently approved a $4.15 million contract with Tartan Oil to supply bulk fuel and authorized the construction of an expanded fueling facility at the Public Safety Complex.

Knoxville is currently spending approximately $7,500 more per day than typical to keep its fleet of police cruisers, fire engines, transit buses, and city vehicles running. That kind of daily overage adds up quickly, and city leaders say the new plan is designed to bring those costs under control.

By purchasing fuel in larger quantities at wholesale prices, the city expects to achieve significant savings compared to current per-gallon costs. The facility will serve the full range of city vehicles, from emergency response to public transit.

The investment reflects a broader effort by the city to manage taxpayer dollars more efficiently while maintaining the services that we rely on every day. Police and fire response times, bus schedules, and public works operations all depend on keeping the city's fleet fueled and on the road.
