Reflecting on the "Next Big Steps" for Knoxville: A Vision from 1995

 I am thrilled to share that I have been gifted a historical copy of the "Next Big Steps" for Knoxville, a pivotal document created in 1995 by The Downtown Organization. This comprehensive plan was designed to chart a course for Knoxville's development, aiming to restore the heart and soul of Downtown Knoxville. Over the next nine Mondays, I will share each step of this visionary plan, and together we can "grade" Knoxville's progress towards these goals and engage in dialogue with subscribers on ideas for the next great visions.

The overall objective was to “Define Downtown as the Regional Hub” through a series of 9 "Big Steps" strategies which embodied a vision to transform downtown into a beautiful place to live, work, shop, and play. It builds upon two previous efforts: the 1988 Downtown Knoxville Plan and the 21st Century Jobs Plan. By clearly defining downtown as the regional hub, this strategy aimed to create a vibrant, dynamic urban center.

The Planning Process began in February 1996 with the kickoff of a workshop assembled consisting of a core team of world-class design professionals, three committee chairs, and their design liaisons. The sketches provided by this group were elaborated on in community-based workshops and committees. Top community stakeholders reviewed and approved the plans, leading to the immediate commencement of work. The success of this plan was carried out through normal private development and public budgeting processes, dictated by market and political readiness. Though not all of these were fully implemented, they were bold and visionary for the time.

Grading Knoxville's Progress

As we delve into the vision that previous leaders had for our "scruffy city," I invite you to join me in "grading" the implementation of these plans. Each week, we will review a different aspect of the "Next Big Steps" strategy, assessing how well Knoxville has achieved these goals over the past few decades.

Stay tuned for the first step next Monday, and let's explore together how Knoxville has evolved and what more can be done to continue moving our beloved city forward.

Early Voting Details

The primary elections for the U.S. House of Representatives, Tennessee Senate, and Tennessee House of Representatives will take place on Thursday, August 1st. Additionally, several Knox County elections will be decided through a general election on the same day.
